While the ISO 14817 process and roles will be followed where possible, the trial will be strictly non-compliant in some details (e.g. we will not mandate use of ASN.1). This means that some licence is needed when interpreting the meaning of ISO 14817 roles in the context of the registry trial.

Process and Roles

The trial registry process features the following actors (from roles defined in ISO 14817):

Submitter
Anybody is welcome to make submissions of ITS data definitions to the registry. Ideally stakeholders in particular sets of data definitions should make submissions. How to submit [here]

Registrar
The registrar is responsible for facilitating the registration of items and for making those items widely accessible to the community. Mott MacDonald will be registrar for the trial.

Executive Committee (ExCom)
The ExCom is responsible for overall policy and business direction.
In the trial the project management, including Highways Agency, are acting as the ExCom, where necessary - though we also seriously consider any requests from the Travel Information Highway Management Group.

Steward
Stewards check quality of items and propose items for "qualified" or "preferred" status. The TIH Working Group on Data Dictionary and Registry act as a single steward in this trial. The steward makes recommendations for the TIH Management Group (acting as ISO 14817 Change Control Committee, see below) to approve.

Change Control Committee (CCC)
The CCC provides technical direction and harmonisation of registry contents. The CCC is the body that authorises progression to " qualified" and "preferred" status. The TIH Management Group are the Change Control Committee.

Highways Agency
