INSPIRE - Metadata for Spatial Data
As part of INSPIRE directive, the Highways Agency are making available for download metadata for spatial data. Two data sets that fall into this scope are HAPMS Network Model and HAPMS Condition Data.
- HAPMS Network Model
This is the Highways Agency's definitive road network model.
- HAPMS Condition Data
Highways Agency road network condition information (e.g. road surface condition), includes location reference against HAPMS Network Model.
The metadata is in ISO 19115 (Geo-spatial Metadata Interoperability Initiative - GEMINI 2.1) standard format.

What is the INSPIRE Directive?
The INSPIRE directive came into force on 15 May 2007 and will be implemented in various stages, with full implementation required by 2019.
The INSPIRE directive aims to create a European Union (EU) spatial data infrastructure. This will enable the sharing of environmental spatial information among public sector organisations and better facilitate public access to spatial information across Europe.
